SC to take up Kalikho Pul’s case
New Delhi, Feb 22: The Supreme Court would on Thursday hear the plea of the wife of former Arunachal Pradesh Chief Minister Kalikho Pul, who had committed suicide last year, seeking a CBI probe into his death.
Treating the letter written by Dangwimsai Pul as a petition, a bench of Justices Adarsh Kumar Goel and U U Lalit would deal with her plea seeking a probe into his death and the allegations leveled in a purported suicide note of the former Chief Minister.
In an appeal to the Chief Justice of India, a copy of which she made public at a press conference here last week, Dangwimsai Pul had said "it is essential that an FIR be registered on the basis of the allegations contained in it (suicide note) and the case be investigated by the CBI since the primary allegations are of corruption of judges at the highest level."
She had also alleged that her family was getting threats and she was advised not to hold the press conference in which she made the late chief minister's suicide note public.
"Ever since the (suicide) note surfaced in the media, my family including myself, my children and relatives have been subjected to various threats from different quarters," she said.
Pul had committed suicide on August 9 last year and his body was found hanging in the official residence of the Chief Minister at Itanagar.
After months of intense political developments, Pul had taken over the reins of Arunachal Pradesh on February 19, 2016 for a brief period but had to relinquish the job following a Supreme Court order in July. PTI
3,097 MW Etalin Hydropower Project gets environmental clearance

ITANAGAR, Feb 22: The Expert Appraisal Committee for River Valley and Hydroelectric Projects has recommended environment clearance for the 3,097 mega watt (MW) Etalin Hydropower Project by the Jindal Power Limited in Dibang Valley district.
One of the biggest projects in the country, identified in 2003, the project was earlier rejected as the Cumulative Environment Impact Assessment Study of the Dibang river basin was not completed.
The decision was taken at the meeting of the Expert Appraisal Committee (EAC) for River Valley and Hydroelectric Projects which was held on January 30 and 31 in New Delhi.
The EAC was informed that the Carrying Capacity Studies & Cumulative Impact Assessment of Dibang River Basin Study has been completed and the report has been accepted by the ministry.
The project in Dibang Valley district envisages construction of two dams -
The total land requirement for the project is 1,155.11 hectares, of which the submergence area is 119.44 hectares.
At least 18 villages consisting of 285 families are to be affected by the proposed project, the estimated cost of which is Rs 25,296.95 crores and is proposed to be completed in seven years.
The EAC said that project proponent has to submit six monthly compliance reports to MoEFS's Shillong office without fail until completion of the works.

BJP’s advice to APCC on Tuki seat controversy
ITANAGAR, Feb 22: Following uproar after former Chief Minister Nabam Tuki was left without a seat at the Statehood Day celebration at IG Park, the BJP has appealed to the state unit of INC not to trivialize a serious issue into a political slug fest.
'What has happened with former Chief Minister Nabam Tuki is very unfortunate and such thing should not have happened with any public figure from any walk of life,' said State General Secretary Jarpum Gamlin, while adding that on such serious lapse, pointing fingers and playing blame game would not serve any purpose.
Terming it as a systemic failure to adhere to standard operating procedures, Gamlin accepted that the episode was an aberration.
'Given our party's ideology, the elders in society are always respected and given due position and importance. So the question of insulting someone of Tuki's stature is absolutely out of question.
We reject and condemn any such claim made by Congress workers,' said Gamlin.
'Social etiquette is the foundation of a healthy society therefore BJP as a disciplined political party shall not brook any further failure of protocol on such important occasions,' Gamlin assured.
Upset Congress and former CM have sought an apology from the Deputy Commissioner and Chief Secretary for the incident.
The state administration is yet to respond or clarify to the controversy.

DA acts against opium and cannabis trafficking
YINGKIONG, Feb 22: Upper Siang Deputy Commissioner Remo Kamki has expressed concerns over increased trafficking of opium and cannabis into Upper Siang district in the wake of poppy destruction last year by the District Administration in collaboration with the ABK Women Wing, Upper Siang unit.
Presiding over a coordination meeting, the DC observed that opium and cannabis were being trafficked using private as well as commercial vehicles.
He has issued necessary directives to the administrative officers and police station of Yingkiong, Geku and Mariyang for regular unannounced checks at vital locations.
Keeping in view the shortage of police personnel, the ABK Women Wing have been allowed to carry out surprise checks of vehicles and persons at Gobuk, Simong, Geku and Yingkiong townships.

CM meets power grid on transmission, distribution
ITANAGAR, Feb 22: Chief Minister Pema Khandu today reviewed the progress of "Comprehensive Scheme for Strengthening of Transmission & Distribution in Arunachal Pradesh''.

The scheme also includes 24 new Substations 132/33 kV and 70 new Substations of 33/11 kV.
The scheme is likely to be completed by end of the year 2019.
The Power Grid officials apprised the Chief Minister about the progress of the project and sought help in land acquisition, waiver of state levied taxes and duties for the scheme.
The CM assured all help for early completion of the project and asked the corporation to ensure maximum benefit to the local people.
Various issues like training of local youths, training of officers of state Power Department were also discussed. The Power Grid agreed to consider various CSR projects in the field of hospitals, schools, community developments, details of which will be finalised after discussion with local officials.
The meeting also discussed for a possible joint venture between the state government and the corporation.

Arunachalee student dies in Guwahati

PASIGHAT, Feb 22: An Arunchalee student Katem Dai died in Guwahati on Monday night allegedly after he was murdered by one of his classmates.
According to family sources, Katem was allegedly murdered by one of his classmates Rajen Tachang Tara in the hostel of Scholar's Institute of Technology & Management (SITM), Guwahati where both of them were studying.
Mother of Katem, Oming Ering Dai said, "I still cannot believe he is no more. He was very sincere and never indulged in bad things".
Katem was brought home on Wednesday morning and laid to rest.
Meanwhile, the incident has evoked widespread condemnation.
The family members as well as the Kibo Erang Kebang (KEK) led by its president Tobuk Dai appealed to the concerned authorities at Assam to award the murder stringent punishment as per law.
He has also appealed to the authority dealing with the case not to transfer the case to Arunachal.
Further, he appealed to all sections of the society to refrain from giving the incident a communal colour.
Meanwhile, the Bogong Banggo Kebang (BBK) filled a petition to Kamrup Deputy Commissioner and Superintendent of Police through East Siang Deputy Commissioner, urging them not to entertain any bail plea by the alleged accused until the investigation was over and completed.
The BBK also demanded free and fair investigation to unearth the real cause behind the killing.

Sonam Yudron becomes DIG, SSB
ITANAGAR, Feb 22: Sonam Yudron has become the first Arunachali to become Deputy Inspector General (DIG) in the Indian Paramilitary force, the Sashastra Seema Bal (SSB).
Yudron, who is currently posted in Tezpur, was promoted to the rank of DIG in February this year. She is also the second woman in the country to have reached her rank in the SSB.
DIG Yudron is also a recipient of the Indian Police Medal for her meritorious service to the nation.
Yudron is from Dirang in West Kameng district from where she did her early schooling. She went on to complete her MA from Punjab University and worked as Junior Teacher under the Arunachal Government.
On encouragement from her friends, she joined the SSB as Circle Organiser in 1984 after she topped the recruitment exam. She was later promoted as Area Organiser in 1991.
On Wednesday, Chief Minister Pema Khandu received and congratulated DIG Yudron on her success, saying that her achievement has made the state proud.
"I believe that your rare achievement will stimulate young women in the state to invest in themselves, their capacities and aspire to turn their dreams into reality," said Khandu.

Also, the tenders for the event management has been scripted in such a way that the local event management people are kept at bay with unnecessary terms and conditions which is difficult for start ups in the state to fulfill. With a budget of over Rs 4.5 crore, the event could have been organized much better."
The ACS also questioned the quality of stalls constructed for the event. 'Everyone knows the unpredictable weather in Arunachal/ Itanagar. The organizers could have at least Googled the weather reports and accordingly the roofs could have been constructed with proper slopes for the rain water to drain out, besides few drain channels to pass out in case it rains. People who have come all the way from districts to put up food and other stalls are having a bitter experience besides financial losses. The food and other perishable items along with the decoration items for show have been damaged because of improper arrangements,' the ACS added.

DRDA staff on pen and tool down strike
ITANAGAR, Feb 22: The first phase of pen and tool down strike by the All India DRDA Staff Welfare Association, Arunachal Pradesh unit entered the third day on Wednesday.

NSUI demands apology from CS, Capital DC

Terming the incident a great insult to the veteran Congress leader, the NSUI said that as per protocol he was to be seated in the second row of the VIP seats, which has not been done.

Condolence
SAGALEE, Feb 22: The All Sagalee Employees' Forum (ASEF) expressed profound grief and sorrow over the sudden and untimely demise of Nabam Kelang on February 18.
Kelang (37) was serving at Power (Electrical) Department at Sagalee as WC operator. He left behind his wife and four children.
The Forum also mourned the death of Tadar Tagung of Riugo village under Mengio circle, who passed away on February 19 after a prolonged illness.
He was working as Assistant Teacher under SSA and is survived by his wife and children.

Regular Governor is need of the hour
The issue of regular Governor for Arunachal has become matter of paramount importance. Drawing the attention of Home Minister Rajnath Singh who was recently on a visit to state, the apex student body of state AAPSU called for appointment of regular Governor at the earliest. Accept IGNOU diploma

From reliable source, it is learnt that application of those candidates with Diploma in Tourism Study from IGNOU is going to be rejected for the post of Tourism Information officer (TIO).
We would like to inform to concern that IGNOU DTS holders are ready to go to court if our Diploma is rejected by the APPSC. After all we have done diploma for getting good job and if our certificate is not accepted, we cannot remain silent.
Therefore, we appeal to new chairman not to invite any controversy and accept the Diploma of IGNOU which is the central govt. university.

Provide college bus
Dear Editor,
Government Women College, Lekhi have not provided bus service to the students whereas college authority have charged Rs. 1,400 (one thousand four hundred only) as admission fees this year from each student which includes the bus fee.
Last semester students were provided bus facility from Itanagar to Lekhi via Naharlagun but in the present semester, students have not been provided with bus facility whereas students have already paid for the same. Therefore, I request that bus is provided to the students.
