SC to take up Kalikho Pul’s case

New Delhi, Feb 22: The Supreme Court would on Thursday  hear the plea of the wife of former Arunachal Pradesh Chief Minister Kalikho Pul, who had committed suicide last year, seeking a CBI probe into his death.

Treating the letter written by Dangwimsai Pul as a petition, a bench of Justices Adarsh Kumar Goel and U U Lalit would deal with her plea seeking a probe into his death and the allegations leveled in a purported suicide note of the former Chief Minister.

In an appeal to the Chief Justice of India, a copy of which she made public at a press conference here last week, Dangwimsai Pul had said "it is essential that an FIR be registered on the basis of the allegations contained in it (suicide note) and the case be investigated by the CBI since the primary allegations are of corruption of judges at the highest level."

She had also alleged that her family was getting threats and she was advised not to hold the press conference in which she made the late chief minister's suicide note public.

"Ever since the (suicide) note surfaced in the media, my family including myself, my children and relatives have been subjected to various threats from different quarters," she said.

 Pul had committed suicide on August 9 last year and his body was found hanging in the official residence of the Chief Minister at Itanagar.

After months of intense political developments, Pul had taken over the reins of Arunachal Pradesh on February 19, 2016 for a brief period but had to relinquish the job following a Supreme Court order in July. PTI

 

 

 

3,097 MW Etalin Hydropower Project gets environmental clearance

ITANAGAR, Feb 22: The Expert Appraisal Committee for River Valley and Hydroelectric Projects has recommended environment clearance for the 3,097 mega watt (MW) Etalin Hydropower Project by the Jindal Power Limited in Dibang Valley district.

One of the biggest projects in the country, identified in 2003, the project was earlier rejected as the Cumulative Environment Impact Assessment Study of the Dibang river basin was not completed.

The decision was taken at the meeting of the Expert Appraisal Committee (EAC) for River Valley and Hydroelectric Projects which was held on January 30 and 31 in New Delhi.

The EAC was informed that the Carrying Capacity Studies & Cumulative Impact Assessment of Dibang River Basin Study has been completed and the report has been accepted by the ministry.

The project in Dibang Valley district envisages construction of two dams -01.5 metre high dam on Dir River near Yuron village about 22 km from Etalin and an 80 metre high dam on Tangon River. The Dri and Tangon rivers are tributaries of Dibang River.

The total land requirement for the project is 1,155.11 hectares, of which the submergence area is 119.44 hectares.  

At least 18 villages consisting of 285 families are to be affected by the proposed project, the estimated cost of which is Rs 25,296.95 crores and is proposed to be completed in seven years.

The EAC said that project proponent has to submit six monthly compliance reports to MoEFS's Shillong office without fail until completion of the works.

Meanwhile, three projects in Papum Pare-52 MW project on Pare River by M/s KVK-ECI Hydro Energy Pvt Ltd, 60 MW Toru HEP  and  49 MW Dardu HEP by M/s KVK Dardu Hydro Energy Private Limited had the Terms of Reference (ToR)  extended, for which Environment Impact Assessment Report was not submitted earlier.

Extension was granted with the condition that public hearing should be completed on time and environment impact assessment should be submitted before the expiry of the validity of ToR.

The meeting also took up the Kameng River Basin Study by M/s WAPCOS, Gurgaon for reconsideration of appraisal of the Final Report. A total 44 HEP have been considered for study.

The EAC has recommended that specific study should be carried out for Pakke Bung-I & Pakke Bung-II HEPs and that in some of the projects based on the approved hydrology, the months considered for assessment for environmental flow for various season should be relooked into.

It further said that the data of limited sites have been used to estimate flows at numerous sites and its implications needs to be understood. The consultant also needs to clearly indicate how each point in ToR has been addressed, the meeting further decided.

Eagle Nest, Sesa Orchid and Pakhui sanctuaries are situated in the Kameng river basin area.

 

 

 

BJP’s advice to APCC on Tuki seat controversy

ITANAGAR, Feb 22: Following uproar after former Chief Minister Nabam Tuki was left without a seat at the Statehood Day celebration at IG Park, the BJP has appealed to the state unit of INC not to trivialize a serious issue into a political slug fest.

'What has happened with former Chief Minister Nabam Tuki is very unfortunate and such thing should not have happened with any public figure from any walk of life,' said State General Secretary Jarpum Gamlin, while adding that on such serious lapse, pointing fingers and playing blame game would not serve any purpose.

Terming it as a systemic failure to adhere to standard operating procedures, Gamlin accepted that the episode was an aberration.

'Given our party's ideology, the elders in society are always respected and given due position and importance. So the question of insulting someone of Tuki's stature is absolutely out of question.

We reject and condemn any such claim made by Congress workers,' said Gamlin.

'Social etiquette is the foundation of a healthy society therefore BJP as a disciplined political party shall not brook any further failure of protocol on such important occasions,' Gamlin assured.

Upset Congress and former CM have sought an apology from the Deputy Commissioner and Chief Secretary for the incident.

The state administration is yet to respond or clarify to the controversy.

 

 

 

Fire destroys eight units of garage and houses

ITANAGAR, Feb 22:  In all, eight units of garage-cum-living quarters of laborers were completely gutted in a devastating fire which broke out at Model Village, Naharlagun around 7:20 PM on Thursday last.

The cause of the fire is reported to be a short circuit which had engulfed a number of vehicles which were in the garage for repair, resulting in huge loss of property.

 

 

 

DA acts against opium and cannabis trafficking

YINGKIONG, Feb 22: Upper Siang Deputy Commissioner Remo Kamki has expressed concerns over increased trafficking of opium and cannabis into Upper Siang district in the wake of poppy destruction last year by the District Administration in collaboration with the ABK Women Wing, Upper Siang unit.

Presiding over a coordination meeting, the DC observed that opium and cannabis were being trafficked using private as well as commercial vehicles.

He has issued necessary directives to the administrative officers and police station of Yingkiong, Geku and Mariyang for regular unannounced checks at vital locations.

Keeping in view the shortage of police personnel, the ABK Women Wing have been allowed to carry out surprise checks of vehicles and persons at Gobuk, Simong, Geku and Yingkiong townships.  

The coordination meeting, attended by HoDs, NGOs, administrative officers and ABK Women Wing from Yingkiong, Geku and Mariyang, resolved to destroy more poppy plants at Mariyang and Katan areas in the first week of March.

It is learnt that poppy cultivation is mostly done in inaccessible areas of Damro, Adi-Pasi, Silli, Padu, Sumsing and Pongging areas for fear of destruction. About eleven hectares of poppy plants were destroyed last year. (DIPRO)

 

 

 

CM meets power grid on transmission, distribution

ITANAGAR, Feb 22: Chief Minister Pema Khandu today reviewed the progress of "Comprehensive Scheme for Strengthening of Transmission & Distribution in Arunachal Pradesh''.

The comprehensive scheme for T&D distribution is being funded by Government of India at an estimated cost of Rs 3200 crore involving Transmission Line of 132 kV Line (33 nos.) - covering about 1917 km, including 33kV Line feeders (70 nos.) covering 1923 km.

The scheme also includes 24 new Substations 132/33 kV and 70 new Substations of 33/11 kV.

The scheme is likely to be completed by end of the year 2019.

The Power Grid officials apprised the Chief Minister about the progress of the project and sought help in land acquisition, waiver of state levied taxes and duties for the scheme.

The CM assured all help for early completion of the project and asked the corporation to ensure maximum benefit to the local people.

Various issues like training of local youths, training of officers of state Power Department were also discussed. The Power Grid agreed to consider various CSR projects in the field of hospitals, schools, community developments, details of which will be finalised after discussion with local officials.

The meeting also discussed for a possible joint venture between the state government and the corporation.

The meeting was attended by Power Minister Tamio Taga, Chief Secretary Shakuntala Gamlin, Commissioner Power Ashis Kundra, Power Grid officials Ravi P Singh, Abhay Choudhary and T C Sarmah, among others.

 

 

 

APIC imposes penalty on Agriculture Director

ITANAGAR, Feb 22: The Arunachal Pradesh Information Commission has imposed a penalty of Rs 25,000 on the Director of Agriculture cum Public Information Officer Hage Kanu for non-furnishing of information to an information seeker.

While imposing the penalty under section 20(1) of Right to Information Act, 2005, the APIC in a release stated that appellant Biki Mangmi on June 30, 2016 filed a petition seeking information from the Director of Agriculture cum Public Information Officer regarding fund allocation and detailed work executed, along with the names of firms and work order by DAO Kamsai, DAO Tezu, DAO Aalo and DAO Daporijo.

However, the Director failed to respond positively even after several notices were issued by the APIC directing him to furnish the information as sought by the information seeker.

 

 

 

Arunachalee student dies in Guwahati

PASIGHAT, Feb 22: An Arunchalee student Katem Dai died in Guwahati on Monday night allegedly after he was murdered by one of his classmates.

According to family sources, Katem was allegedly murdered by one of his classmates Rajen Tachang Tara in the hostel of Scholar's Institute of Technology & Management (SITM), Guwahati where both of them were studying.

Mother of Katem, Oming Ering Dai said, "I still cannot believe he is no more. He was very sincere and never indulged in bad things".

Katem was brought home on Wednesday morning and laid to rest.

Meanwhile, the incident has evoked widespread condemnation.

The family members as well as the Kibo Erang Kebang (KEK) led by its president Tobuk Dai appealed to the concerned authorities at Assam to award the murder stringent punishment as per law.

He has also appealed to the authority dealing with the case not to transfer the case to Arunachal.

Further, he appealed to all sections of the society to refrain from giving the incident a communal colour.

Meanwhile, the Bogong Banggo Kebang (BBK) filled a petition to Kamrup Deputy Commissioner and Superintendent of Police through East Siang Deputy Commissioner, urging them not to entertain any bail plea by the alleged accused until the investigation was over and completed.

The BBK also demanded free and fair investigation to unearth the real cause behind the killing.

While showing solidarity with the departed soul, the Adi Mising Coordination Committee, Guwahati organized a candlelight march on Tuesday evening at Guwahati.

The All Bogong Students' Union and various other organizations here are also going to organize a candlelight march on February 24 next to show solidarity with the family of the deceased.

 

 

 

Rebia inaugurates parking lot at Bank Tiniali

ITANAGAR, Feb 22: The much-awaited parking lot at the heart of the city here at Bank Tiniali was inaugurated by Urban Development, Town Planning & ULB Minister Nabam Rebia on Wednesday.

This parking lot has been named after former Minister Techi Takar in recognition of his services to the people of state.

The parking lot will minimize parking problem at Bank Tiniali to a great extent, Rebia said after the inauguration. The Minister said that parking places are also required in some other places in the Capital Complex, particularly in front of the state Civil Secretariat. A decision in this regard will be taken shortly, Rebia informed.

Rebia also instructed the officials of the UD Department to identify the places within Capital Complex and district headquarters for parking lots.

This parking lot, sanctioned under the Union Ministry of Urban Development under UIG component of JnNURM was constructed at a cost of Rs 465.40 lakhs under 90/10 funding pattern at an area of 230 sq mt, informed CE cum UD Director Taba Tedir.

Basements I and II and ground floor will accommodate 46 light vehicles, while some space have been kept for parking 15 two wheelers, he said.

Parliamentary Secretary and local MLA Techi Kaso, Secretary (Urban Development) T H Tayung, IMC Chief Councillor Kipa Kaku,  Deputy Chief Councillor Tarh Nachung, Director (Housing) Techi Gubin, IMC councillors and family members of late Techi Takar were also present during the occasion.

 

 

 

Sonam Yudron becomes DIG, SSB

ITANAGAR, Feb 22: Sonam Yudron has become the first Arunachali to become Deputy Inspector General (DIG) in the Indian Paramilitary force, the Sashastra Seema Bal (SSB).

Yudron, who is currently posted in Tezpur, was promoted to the rank of DIG in February this year. She is also the second woman in the country to have reached her rank in the SSB.

DIG Yudron is also a recipient of the Indian Police Medal for her meritorious service to the nation.  

Yudron is from Dirang in West Kameng district from where she did her early schooling. She went on to complete her MA from Punjab University and worked as Junior Teacher under the Arunachal Government.

On encouragement from her friends, she joined the SSB as Circle Organiser in 1984 after she topped the recruitment exam. She was later promoted as Area Organiser in 1991.

On Wednesday, Chief Minister Pema Khandu received and congratulated DIG Yudron on her success, saying that her achievement has made the state proud.

"I believe that your rare achievement will stimulate young women in the state to invest in themselves, their capacities and aspire to turn their dreams into reality," said Khandu.

 

 

 

ACS alleges org committee of hurting tribal sentiments

ITANAGAR, Feb 22: The Arunachal Civil Society (ACS) alleged that that the organizing committee of the 31st Statehood Day cum Festival of Arunachal has completely destroyed the dignity of the state and demanded that the state government halt payments to the organizing committee until things are clarified.

In a communiqué, the ACS stated that the organizers should have depicted every major tribe and all sub-tribes of the state, but were unable to depict any of them properly. Besides this, the state flower, animal or bird has also not been properly advertized by the event management team, it said.

Someone who knows about the state and sentiments of people could have been entrusted rather than mere financial qualifications, the ACS added.

'Traffic management was a horrible experience as there was no systematic parking space and few of the VIPs and influential people were allowed to drive up to the exhibition stalls, blocking all pedestrian movement. This is a pure case of "VIP racism" played out by the BJP party and its government in this tribal state of classless society,' the ACS stated.

They went on to add, "Instead of promoting state artistes, Bollywood artists have been hired for extrapolated rates beyond their regular rate of hiring when the state is going through a financial crisis. Also, the tenders for the event management has been scripted in such a way that the local event management people are kept at bay with unnecessary terms and conditions which is difficult for start ups in the state to fulfill. With a budget of over Rs 4.5 crore, the event could have been organized much better."

The ACS also questioned the quality of stalls constructed for the event. 'Everyone knows the unpredictable weather in Arunachal/ Itanagar. The organizers could have at least Googled the weather reports and accordingly the roofs could have been constructed with proper slopes for the rain water to drain out, besides few drain channels to pass out in case it rains. People who have come all the way from districts to put up food and other stalls are having a bitter experience besides financial losses. The food and other perishable items along with the decoration items for show have been damaged because of improper arrangements,' the ACS added.

 

 

 

PMC conducts activities for smart city project

PASIGHAT, Feb 22: Pasighat Municipal Council (PMC) Chief Councilor Kaling Doruk stated that "Public participation is core to the success of Smart City Proposal" (SCP).

Addressing a press conference on Wednesday, the PMC chief informed that all the councilors in their respective wards are interacting with the stakeholders, including residents, traders, professionals and all vulnerable sections of the society which includes socially, economically and physically deprived citizens.

'Smart City Mission (SCM) is not a mere urban infrastructure upgrade mission; it is area based and intended to benefit all citizens of Pasighat Township and therefore people have to think "out of the box" and act smart accordingly by participating in the Citizen Consultative Campaign (CCC). It is being monitored by the union government and more participation shall ensure better marks in the process', he added.

The Chief Councilor also sought maximum participation of senior members of the society to guide the denizens to put forth their grievances and suggestions to make Pasighat smart with availability of all smart amenities, like 24x7 potable water and power supplies, traffic management for vehicular and pedestrians, shopping complex, amusement parks, crowd pulling tourism infrastructures, robust IT connectivity, along with educational hub and international standard health services without disturbing the ecological balance.

He expressed confidence that the urban landscape of Pasighat being connected with road, rail, air and waterways can be favourable to make the centurion town better for living and an effective engine for economic growth and revenue generation.

Municipal Executive Officer Ainstein Koyu also spoke at length on "Smart City Proposal" (SCP), and asserted that the SCP would be citizen-oriented and the bottom-up planning based on citizen participation would be evolved after extensive consultations with them.  

According to Koyu, the central government authorities are closely monitoring all developments broadly assessed for the extent and quality of citizen participation and their economic and environmental impacts.

These would be evaluated in the third challenge, which is tougher than the earlier competitions, told the MEO, while seeking full cooperation to translate the mission into reality. (DIPRO)

 

 

 

ANYA urges govt to reconsider cabinet decision

ITANAGAR, Feb 22: The All Nyishi Youth Association (ANYA) has appealed to the state government to reconsider the recent cabinet decision authorizing the Arunachal Pradesh Public Service Commission (APPSC) to conduct the recruitment of all Group-B (Non-Gazetted), Group-C and other ministerial posts.

In a memorandum to the Chief Minister, the ANYA stated that the APPSC is over-burdened with workload due to which it takes long time to conduct one recruitment process successfully. If the Commission (APPSC) is further authorized to conduct the recruitment of all Group-B (Non-Gazetted), Group-C and other ministerial posts then quick, efficient and smooth functioning of government will be hampered and the development and progress of the state will come to a standstill due to non-availability of qualified man-power/government servants in time, said the representation.

The ANYA said that instead of authorizing the APPSC to conduct the recruitment of all Group-B (Non-Gazetted), Group-C and other ministerial posts, effective mechanism should be created to complete the entire recruitment process of all gazetted posts in a short period of time.

"Strict order may be given to all departments to send the requisition for vacancy of gazetted posts to the APPSC at the earliest possible time on falling of vacancy and to conduct the recruitment of their respective Group- B (Non-Gazzetted), Group-C and all other lower posts on merit basis within a time period maintaining transparency", it added.

 

 

 

Nyokum Yullo celebrated with cultural progs

ITANAGAR, Feb 22: Nyokum Yullo is being celebrated with various cultural programmes in Capital Complex and Kimin.

The Nyokum Yullo cultural competition began at Nyokum Lapang, in presence of PHE & Water Supply Parliamentary Secretary Kumsi Sidisow and Arunachal Pradesh Agriculture Marketing Board Chairman Ngurang Pinch.

At Kimin, former All Papum Pare District Students Union President Nabam Simon and Arunachal Contractor Welfare Association General Secretary Nabam Akin (Hina) inaugurated the Nyokum Yullo cultural programme at Subansiri Stadium.

Also, pre-Nyokum Yullo was celebrated at Jollang on Wednesday, where PHED Executive Engineer Tadar Mangku appealed to everyone to preserve their culture and tradition for posterity.

Fashion show and cultural extravaganza were major attraction of the celebration.

Among others, DDK Head of Programme Sanjiv Barthakur, PHE Minister Bamang Felix, and officials of Science and Technology and PHE departments were also present on the occasion.

 

 

DTFI draws plan for 2nd round MI-4

SEPPA, Feb 22: The District Task Force on Immunization (DTFI) of East Kameng district in a meeting reviewed the achievement made during the first round and chalked out strategies for the second round of Mission Indradhanush (MI-4), scheduled from March 7 to 13 next.

Speculating about the obstacles due to social ignorance and fear psychosis associated with the vaccination, East Kameng Deputy Commissioner Rajeev Takuk advised the department to draw a plan, particularly for high refusal rate areas in advance, and suggested seeking help from Panchayat and religious leaders and civil societies to dispel any misconception to achieve the objective of the mission.

As the fund allocated under the programme is limited, the DC has assured to provide necessary assistance from his own source for various IEC activities, such as printing of banners to generate more awareness among the people and achieve maximum coverage.

DRCHO Dr Kaya Lapung and DPM Jini Natung briefed about block-wise performance, coverage percentage, refusal rate and target achieved during the first round of MI-4 in the district.

It was also informed that the cumulative coverage of immunization of the district during the first round of MI-4 was above 90 percent of the target fixed.

DMO Dr C L Mallo, DDSE Kata Rangmo, MS Dr Kopi Gyadi, DANO Dr S K Suman, SMO Dr Kapu Sopin, ADI Nondo Doka and other health staff also took part in the discussion.

 

 

 

Officers, ZPM inspect RCC drain

RUKSIN, Feb 22: Ruksin Additional Deputy Commissioner, T Pada, accompanied by EAC, O Lego and the Ruksin block ZPM on Tuesday last inspected the ongoing RCC drain construction work at Ruksin Township and took stock of its progress.

During inspection, the officials observed that rainwater clogged into the drain as the RCC drain-bed was not constructed properly. They suggested the engineers of executing department to properly monitor the technical sites and make the RCC drain with uniform slopping to flush out rainwater from the township.

The state government had earlier sanctioned an amount of Rs 3.98 crore for infrastructure development of Ruksin Township, which includes construction of drainage at Ruksin town, double-storied RCC guest house and residential building (SPT-IV) for medical staff of Bilat. The construction works have been assigned to RWD Pasighat Division for implementation.

Construction of drain at Ruksin Township was the long-pending demand of the locals, and the township dwellers and office goers are expected to get respite from the perennial water-logging problem after completion of the ongoing RCC drainage.  

The one km RCC drain covers the township from Ruksin Community Health Centre to the Petrol Pump near the National Highway.

 

 

 

Solar energy awareness training

PASIGHAT, Feb 22: To generate public awareness on solar or renewable energy sources, its applications and technologies, a six days training programme with the theme "Remote Village Electrification" and "Off-grid Solar Technologies" began at Siang Guest House on Tuesday.

Organized by the Arunachal Pradesh Energy Development Agency (APEDA), the training cum awareness programme was sponsored by National Institute of Solar Energy (NISE), which aims to focus on creating awareness among the people and educate them on ways to utilize energy from the sun, how a household in a village can be electrified off-grid, and about the government subsidies on purchase of solar PV panels.

Expert from NISE, Haryana, an autonomous institute under Ministry of New & Renewable Energy, Government of India, Prakash Jha explained and taught the trainees on application of renewable energy to meet the power needs in the rural areas, availability of new and renewable resources etc.

East Saing Zila Parishad Chairperson Kaling Dai, APEDA Project Director K Badak and Soil Conservation Officer (RWD) N D Pubiyang  attended the inaugural function.

 

 

 

Training and demonstration on green fodder production

NAMSAI, Feb 22:  In all, 60 farmers, including ASM and GB of Napatia and Alubari villages of Namsai district were imparted scientific knowledge on importance of green fodder to improve milk production, reproduction, health of dairy animals and profitability of dairy farming during a two-day long training.

The training, which concluded on Wednesday, was organised by the Krishi Vigyan Kendra, Lohit under ICAR-NRC on Yak with the theme 'Round the Year Green Fodder Production'.

SMS (Animal Science), Dr Santosh Kumar imparted scientific knowledge on importance of green fodder to improve milk production and profitability of dairy farming.

The farmers were also encouraged to adopt horti-pastoral and silvi-pastoral systems of green fodder production to minimize cost of cultivation as well as proper utilization of available land.

As part of the demonstration programme, high yielding multi-cut fodder sorghum var CSH-24MF seeds, along with a newly developed fodder variety of sorghum (CoFS 29) supplied by ICAR-Indian Institute of Millets Research, Hyderabad were distributed among the farmers.

 

 

 

Army pre-recruitment training

CHANGLANG, Feb 22: To prepare the youths of its area of operation and make them fit to successfully compete in future army recruitment rallies, the 14 Assam Rifles under Dao Division is conducting pre-recruitment training from February 9 to March 9 at the battalion headquarters in Changlang.

Currently, 21 shortlisted and selected youths are being trained under close supervision of qualified defence instructors. (DIPRO)

 

 

 

48 hours Pangin chakka bandh

PANGIN, Feb 22: Agitated with the government's alleged partial treatment towards the newly created Siang district, the people of the district under the aegis of Siang District Headquarter Welfare Committee has declared 48 hours chakka bandh from February 27 to 28.  

The committee had staged a peace dharna on February 3 demanding immediate establishment of mini-secretariat and other infrastructure developments in Nyobo (Perang-Lampang) Pangin.  

The committee also condemned the shifting of heads of departments from the district headquarter and threatened that such move will not be tolerated.  

Claiming that land donors of Pangin, Koreng and Komsing villages are displeased with the government's attitude, it said that no infrastructural development is taking place in the land which they had donated. Their cultivated lands, orange orchards and community land were also donated for the establishment of district headquarters, it said. The committee also threatened that no shifting and delaying tactic will be tolerated.

 

 

 

DRDA staff on pen and tool down strike

ITANAGAR, Feb 22: The first phase of pen and tool down strike by the All India DRDA Staff Welfare Association, Arunachal Pradesh unit entered the third day on Wednesday.

Responding to the strike call made by the state unit, various district units are also observing the strike since February 20.

So far, reports of observing the strike were received from Dibang Valley, Upper Subansiri, West Siang (Aalo) and Lower Dibang Valley (Roing).

DRDA staff members have been demanding for their immediate absorption in line departments and regular disbursement and drawal of DRDA staff salary through Treasury bill.

ITANAGAR, Feb 22: The Arunachal Pradesh unit of National Students' Union of India (NSUI) has demanded an apology from the state Chief Secretary and the Capital Complex Deputy Commissioner for the seating arrangement controversy at Indira Gandhi Park during Statehood Day celebration, where former Chief Minister Nabum Tuki was compelled to move from one chair to another at the main dias.

Terming the incident a great insult to the veteran Congress leader, the NSUI said that as per protocol he was to be seated in the second row of the VIP seats, which has not been done.

A state celebration like Statehood Day should not be politicized, but the BJP has done it by insulting the former Chief Minister, the NSUI said.

 

 

 

Forest guard's death mourned

ITANAGAR, Feb 22: The Jigo Yego Students' Union (JYSU) mourned the untimely demise of Forest Guard Bommi Ruti on February 20 last.

Bommi was serving on contingency basis under Kamte Beat Office, Laipulia Range, Likabali Forest Division.

The students' union appealed to the State Government to appoint an eligible member of his family in the Forest Department on compensatory ground since Bommi passed away while on duty.

 

 

 

Power department clarifies

ITANAGAR, Feb 22:  Clarifying that the 400 KVA Transformer at Gohpur Tinali here was damaged after a vehicle (Scorpio) hit the LT line, causing entanglement  of LT wires and short circuit in the transformer, the Department of Power, Itanagar Division on Wednesday informed that it would soon restore the transformer and power supply.

 

 

 

Address crime against women: NEFIS

ITANAGAR, Feb 22: the North-East Forum for International Solidarity (NEFIS) has said that if crimes against women are not addressed, it would be forced to take the path of agitation.   

The statement came after recent report of rape of a woman from the North East in Hauz Khas Village, New Delhi.

It said that such kind of incidents against women, particularly those coming from the North East are increasing in Delhi. The incidents of violence towards the people from the North East in general have increased rapidly over the past few years and it is high time that police and the administration takes cognizance of this growing menace and becomes proactive in the protection of the vulnerable sections of the society.

 

 

 

Legal aid clinic

YINGKIONG, Feb 22: A legal awareness programme was conducted at the DC's conference hall, Yingkiong on February 18 last, where a legal aid clinic was also inaugurated by APSLA member secretary Budi habung.

Briefing on functions of legal services authority and importance of legal clinics, Habung said that the legal services authority works to provide free and competent legal services to the needy and poor people. He stressed on the need to conduct legal awareness on basic law in the district and also spoke about provisions like victims compensation schemes.

DLSA Member Secretary Habung Tangu explained about the principle of civil and criminal trial, while Akoying Tekseng briefed on protection of women from domestic violence.

The programme was also attended by lawyers, GBs, PRI members, officers and public of the area. (DIPRO)

 

 

 

Workshop on legal literacy on gender based violence

KOLORIANG, Feb 22: Over 500 participants, including students and teachers from various schools and locals participated in a workshop on legal literacy on gender-based violence and redressal services conducted by Arunachal One Stop Centre at Government Higher Secondary School, Koloriang recently.

Held under the aegis of Oju Welfare Association, Koloriang CO, Nangram Pingkap lauded the team of Arunachal One Stop Centre for conducting the awareness camp and further advised the students to refrain from early marriage and explained about gender-based violence.

PRI members and members of AKKDSU led by its General Secretary, Phassang Raish also attended the workshop.

 

 

 

Bameng without officials

BAMENG, Feb 22:   Bameng ADC headquarters of East Kameng district is reportedly being neglected by the district administration and deprived of modern facilities.

In a representation to the Governor, the Bameng Town People's Forum (BTPF) on Wednesday complained of irregular government staff and officials.  

The forum claimed that other than one officer, rest of the staff remains absent from their posting place despite the facilities being available.

It also requested the Governor to intervene to create a police post or police station at Bameng ADC headquarter to contain law and order problem of its adjoining areas.  

Claiming that though the oldest sub-division of the district has a BSNL tower it is not functioning properly, leading to deprivation of mobile network.

The forum also demanded early posting of an Extra Assistant Commissioner and Circle Officer and other staff at Bameng.

 

 

 

DRDA governing body meeting held

AALO, Feb 22:  The governing body meeting of West Siang DRDA was held under the chairmanship of West Siang Zilla Parishad Chairperson, Yaman Bagra at the DC's conference hall on Wednesday.

In the meeting, Bagra stressed on the need to make optimum utilization of fund under DRDA and uploading MIS to ensure regular fund flow from the centre. She further emphasized on the need to take up quality work to get more budgetary grants from the central government under various heads.

West Siang Deputy Commissioner-cum-Member Secretary of DRDA, Gamli Padu said that governing body is the apex body of the DRDA where AAP is finalized for the poor and needy people, and urged that all decisions taken in the Gram Sabha should be placed before the government for approval. He also insisted on quarterly review meeting with PRIs, elected representative and executing agencies to know the ground reality.

DRDA Project Director, J T Obi gave a detailed deliberation on physical and financial achievement on MGNREGA, IAY, PMAY 2016-17 and draft AAP on Labour Budget 2017-18 through a power-point presentation.

The AAP for 2017-18 was finalized and approved on the occasion.

Pubu Yombu ZPM, Tumpe Ete and APO Kenmin Nyorak also spoke on the occasion. (DIPRO)

 

 

 

Condolence

SAGALEE, Feb 22: The All Sagalee Employees' Forum (ASEF) expressed profound grief and sorrow over the sudden and untimely demise of Nabam Kelang on February 18.

Kelang (37) was serving at Power (Electrical) Department at Sagalee as WC operator. He left behind his wife and four children.

The Forum also mourned the death of Tadar Tagung of Riugo village under Mengio circle, who passed away on February 19 after a prolonged illness.

He was working as Assistant Teacher under SSA and is survived by his wife and children.

Regular Governor is need of the hour

The issue of regular Governor for Arunachal has become matter of paramount importance. Drawing the attention of Home Minister Rajnath Singh who was recently on a visit to state, the apex student body of state AAPSU called for appointment of regular Governor at the earliest. In the last one year, the Itanagar Rajbhawan has been in news for all the wrong reasons. Governors JP Rajkhowa and V Shanmuganathan, who was holding additional charge of state, had to vacate the office in controversial circumstances

In a sensitive border state like Arunachal the role of Governor is very crucial. Many tribes and sub-tribes, each one fiercely protective of their area and tradition inhabits the state.  These tribe groups looks upto Governor as neutral figure and often knocks the door of Governor to place their grievances.  Therefore, the central government should appoint a Governor who has deep knowledge of state and the one who is not affiliated to any political party or ideology. The government of India should fast-track the process and appoint regular Governor at the earliest.

Accept IGNOU diploma

Dear Editor,

From reliable source, it is learnt that application of those candidates with Diploma in Tourism Study from IGNOU is going to be rejected for the post of Tourism Information officer (TIO).

We would like to inform to concern that IGNOU DTS holders are ready to go to court if our Diploma is rejected by the APPSC. After all we have done diploma for getting good job and if our certificate is not accepted, we cannot remain silent.

Therefore, we appeal to new chairman not to invite any controversy and accept the Diploma of IGNOU which is the central govt. university.

Provide college bus

Dear Editor,

Government Women College, Lekhi have not provided bus service to the students whereas college authority have charged Rs. 1,400 (one thousand four hundred only) as admission fees this year from each student which includes the bus fee.

Last semester students were provided bus facility from Itanagar to Lekhi via Naharlagun but in the present semester, students have not been provided with bus facility whereas students have already paid for the same. Therefore, I request that bus is provided to the students.

Commendable ISRO

Dear Editor,

India and ISRO must be commended for the outstanding success in space research.

What is important for India to consider is to quickly attract the multi-billion dollar global investments in the space research and development and occupy a significant share of the global space trade. National institutes like ISRO has clearly demonstrated her international credibility in establishing one of the cheapest available space programs that many western nations would like to avail in the not so distant future. It is not only the time for celebration for the unbelievable accolades and kudos that ISRO deserve; but also an opportunity to engage with other countries interested in using the services ISRO provides by earning significant foreign exchange for the nation. It is incredibly one of the successes of the Make in India initiative that can be internationally projected. Last but not the least, ISRO should look for stronger engagements with other reputed international space agencies like NASA, the European, Russian and Canadian space agencies for developing advance space technology for the coming decades.
